This is Warne Skyline Sling Swivel Stud Picatinny Adapter.

The Warne Skyline Sling Swivel rail adapter allows you to easily attach Picatinny compatible accessories to the foreend of your rifle without the need to remove your existing sling swivel stud. This adapter attaches to traditional sling swivel studs, and once mounted it adds a short Picatinny rail and a new sling swivel stud to your rifle. Once installed, you will be able to mount bipods and other Picatinny accessories and also maintain an attachment point for your sling! These adapters install and remove easily to most rifles with a round bottom forend and a sling swivel stud.
